No, he can probably be transported, which makes experimentation safe. (We think we know he can be transported because at one point Charlie's Archons had nets ready to take him somewhere.)

So he just has to move in a one-hex circle around Spacerock until he runs out of Move, and afterwards a few dwagons combined should be able to transport him back into the city.

We know Dwagon's can't carry him. He tried to ride a yellow once.
I thought I remembered that early/mid book 1, Charlie offered to take Parson, and there was an image of Archons with nets ready to take him away.

Yeah, here: http://archives.erfworld.com/Book+1/116

If a few archons with nets can carry Parson (though just one archon can't, obviously), a few dwagons with nets should be able to carry him too.

The nets say capture.
Not that they let the archons carry a heavy warlord.
More like capture and make him walk to :charlie:
I think it's a safe bet that Charlie didn't know Parson is a heavy at that point in time. Parson didn't even know.
Doesn't Charlie have those magic nets that make their contents lighter? I think they were mentioned when Lilith was trying to get to the Charlescomm portal room.
Parson can just pace back and forth across a hex boundary outside a city, counting how many times it takes before he walks into a wall. Being in the hex directly next to the city is nearly as safe as being in the city itself.
Errr I think he will just take the ride through the magic portal, doesnt matter how much move he has.
What with the agreement they got with the Thinkamancers and what not and Maggie being able to "thinkagram" the Tower and get to Stanley or someone else.
Thats what I assumed, anyway.

To make it even safer, he can just pace into and out of the city-hex. Then there is a 50% chance that he will end turn inside the city.
And he could have Jack veil him so any spies that made it past their scouts wouldn't know he'd even left the city.
