One possible explanation for a chance at casting Dirtamancy, and using portals, is how Janis claimed Parson was a Hippiemancer in TBFGK_140, though she may have just made that up, as noted in:
Janis is a Grand Abbie of Hippiemancy. She has claimed that Parson Gotti is also a Hippiemancer; however, that statement may have been a ploy to defuse the situation when Parson arrived in the Magic Kingdom via portal (something that should be impossible for a non-caster), though she said it as she was dismissing Parson's suggestion that he was a Mathamancer or a Luckamancer.
I don't think the problem is the need for a caster special. I think the problem is that Parson has to learn to cast the Stupidworlder way, where erfworld people are popped knowing how to cast. Add to the mix that Parson lacks erfworlder senses and that inhibits his ability to cast drastically.

Which is another reason I've been hoping for Parson to suggest a linkup including him. He might learn something that will enable him to study casting properly. Instead of just pointing and shouting random "magicky" words. He didn't even use erfworld magic words that he had heard used. It could be all Parson has to do is memorize magic words he hears...

I thought he already tried doing a hoboken, which is accessible to any caster class as far as I know.

A non-zero chance to cast could just be an error due to Erf magic's being unable to classify someone from another world. It could also indicate that his ability to cast is dependent on his current beliefs.

It'll definitely take more than words. Casters have extra senses, and they do things that don't involve words or even juice, like tying knots in your g-string for example.

We have only seen him try to cast once, and he was saying Dirtamancy related words (and the wrong ones at that).
It’s my guess the reason that Parson can use the Portals is directly linked to Erfworlders not being able to read his stats. Maybe the Portals are set up transports EVERYTHING that goes through them, because that’s just the way that Portals work, but have an additional security system built into them that croaks any non-Caster unit that goes through them. Since Parson’s stats can’t be read, the system would not be triggered. It might consider him an inanimate object, which we know can go through.

Just a thought.
He had an oscillating 99% and 0% chance to cast one spell from a carnymancy scroll.

It's at least as likely that the scroll was just enchanted to let a non-caster cast it because it was made for Parson to cast by a carnymancer and that's how carny's scroll.

Also, It'd have been a but out of charcter for Parson to have spent so much time in the MK and not bought a cheap and easy scroll to try casting just to see if he could once he had reason to suspect he might be able to. Yet that experiment didn't make it into the narrative, so it can't have had an interesting result and proof that Parson can cast from scrolls would be pretty interesting.

Well, I'm not sure that Charlie's forces can actually stop her without triggering the treaty themselves.

I think if they could incapacitate her without triggering the treaty they would have done it instead of observing from veiled positions.

Do we know that Summon Perfect Warlord is the only way to get to Erfworld?

While this is a hint, it isn't conclusive.

A long-dead side could have created a Summon Perfect Carnymancer spell to defeat someone else's Perfect Moneymancer or Perfect Predictomancer. Charlie could come from another world, one kinda like ours but also imbued with magic, and used a Go To Perfect Challenge World spell on himself.

We simply do not know.
That's why I wrote "suggests" instead of "confirms"...
I still think it's natural retconjuration that allowed Parson to pass through the portals, and not natural carnymancy. This is why:
