Judy is awfully short for a Stupidworlder, so it wouldn't be surprising if Erfworld is connected to more than one version of it.

Even if Judy is short for a stupidworler, what you seem to be forgetting is that Parson is really, really tall.

I don't seem to recall calling Parson short.

Not you in particular, it's just a general vibe I'm getting from people calling erfworlders small compared to stupidworlders, which I disagree on the grounds of small sample size of summoned warlords.

It's not just their size. Something about their body proportions don't quite look right.
In regards to the is Charlie form Stupid world discussion.

Remember he is also a reference to the wizard of oz, and that is a strong indication of him being form outside of erfworld.

That might even make him not a real Carnymancer. He may have only been A Carynmancer in the sense of putting on a show and pretending to do magic. All of his magic he learnt afterwards, which might be something Parson can do to.

Which would also fit the book version, who eventually returned and learned real magic from Glinda.
I have a fairly simple theory on why Judy Gale was Erfworlder sized, which might also apply to Charlie or anyone else you want it to if you like theories.

She was from Parson's world, but is a little person-- maybe she even played a munchkin in The Wizard of Oz. So this world reminded her of a happy time in life, when she met a bunch of people her size for the first time. (The parties the actors who played the munchkins had are kind of notorious, actually.)

"If I could go to a world where I didn't have to deal with everyone being taller than me I would do it in a second. Just snap my fingers and-" *PLOT!*

Alternatively, I know a number of women irl that don't break 5 feet. Judy Garland's character was supposed to be a little girl. Not a stretch to think Overlady Judy is just naturally slight.
It could be that Judy was around in Erfworld for so long that her signamancy changed that drastically.
Or the Heroin buds stunted her growth.
